Oh what I wouldn't give for Starscream-sized Predacons. I missed out on the PotP set, and I'd like to display them in individual bot mode. And I'd do exactly the same with Starscream-sized Constructicons. They'd be majestic if given their own individual budget, too.

Thought they were referring to RTS Lugnut and that a Leader would be about the same size as his previous Voyager.

the thrilling 30 blitzwing (which i presume is what you're referring to) turns a decade old and moreso focuses on being a G1 blitzwing, really only sharing the face changing gimmick with animated blitz.
what's more likely is that we'll get a leader class animated blitzwing in the next few years as well as a commander class lugnut, as lugnut would facilitate the greater plastic mass and engineering of commander

I think it’s important to remember that it’s not just size that determines the class, but complexity. The SS86 dinobots can rather easily fit into Leader class despite being quite large. Equally, a figure like Rodimus or Magnus isn’t as large, but has more mass and parts.
As much as it can mean a larger plastic mass, Commander can also mean a larger piece count. Lugnut isn’t exactly the enigma combination, I’m confident they could fit his relatively simple transformation into a Leader budget while still being large enough. If he was approximately SS86 Grimlock-sized I’d be happy. He also has basically no paint apps besides a few green bits.

Lugnut may be doable in Leader. That about scales with the Thrilling 30 version anyways.

It seems they're slowly testing the market for how many larger figures they can sell at a time. The second commander in a year (one SS, one Legacy) is the first test. Titan would be more difficult… especially since historically a lot of Titans have ended up heavily discounted. Releasing a second one in a year could be an expensive failure unless it's an extremely popular one (like SS86 Devastator).

I'm gonna guess that lugnut was on the table for a commander class in UNI or beyond, but either the design team voted for some more JP Beast Wars rep or some higher up said "why not have a predacon commander" and they went with magmatron.
But I do agree that the next decepticon titan will likely be cybertron menasor, and if it isn't then I'd like it to be a trypticon of some sorts, hopefully High Moon.

Metroplex turns into an extremely loose interpretation of the Bagger 288 and he's bigger than both the Ark and the Nemesis. Scale is something that goes out the window once you're in Titan class.

I could see it with the Nemesis and the Ark because those things are way way bigger than an aircraft carrier, and Tidalwave's carrier seems to be on the small side
