Thanks to the Sunbow Marvel Archive website the storyboard of the classic G1 episode “Atlantis, Arise!” is now available online.
This storyboard was drawn not by Marvel Productions, though using their paper stock, but outsourced to Toei Animation itself.

I'd be inclined to think maybe Megatron's Master Plan, Part 2 (the main body of storyboards, not the Additional Material section) and Blaster Blues seem to be likely candidates. Given they re-use stock transformations that were created for this episode.

Wow! I had no idea Toei storyboarded any of the episodes! I really wonder which artist(s) drew this?
I wonder if other episodes like Call of the Primitives were also storyboarded in Japan?

One of the best and most well animated episodes of the Sunbow series, (despite the usual animation flaws here and there).
