The reason that Rattrap, Cheetor, and Tigatron lack the phrase "The Heroic Maximal" on their cards is that the rocky bubble cards lacked that in the first place. That was added to the packaging when the smooth bubble cards replaced the rocky bubble cards. Polar Claw, Scorponok, Primal, and Megatron had the phrases "The Heroic Maximal" or "The Evil Predacon" above their names because they came out a bit later in 1996, after the smooth bubble had already replaced the rocky bubble. The reissue cardbacks are just replicating the rocky bubble cards. Let me use Cheetor as an example, as Tigatron was never available on a rocky bubble card back in the 90s.

It also has five languages. If someone were to actually go through all the trouble of faking reissue packaging for Beast Wars figures, they'd have to be proficient in four languages in addition to English, since
A) The "five languages on one worldwide packaging" combination only began in 2019
B) Some of these figures either never had European releases, or their European releases are so rare these days that you cannot simply Google for their European packaging to look up the translations
C) The translations are different than they were on those various multilingual international packaging variants back during the original Beast Wars run.
I can verify that the German translations are actually correct and don't read like auto-translated ghibberish.
Primal, Megatron and Scorponok all (at least partially, in Primal's case) share their names with G1 characters, so I guess those prefixes are there to differentiate them. "Cheetor", "Rattrap" and "Tigatron" are all BW-original names.
