I think it really depends if Hasbro is willing to go smaller on Titans as Cybertron Menasor and Quickmix don't have much of a transformation so wouldn't use up the parts budget like CW Devastator and PotP Predaking did since they consisted of several smaller figures, which is why their combined modes are smaller. Maybe they could go all out on articulation and do some more gimmicks like gears spinning the drills/cement drum when the wheels are rolled. Either way, both of them still exist in this limbo where they could end up being small Titans to be accurate or just made smaller at commander class, like they did Sky Lynx. It is really hard to say which direction Hasbro will go if/when they around to them.

For Rail Racer, I think his best shot is either as a HasLab or as a Titan. Three Leaders spread across three years wouldn’t be a good idea if the goal is to show people that they combine, and three Leaders in one year would take up all the new mold Leader slots for that year.
Three Leaders would total out to between $150 and $200 anyway, so I think Titan class would indeed have enough budget, especially if we’re going for a CW Devastator size. Leaders with tax total out to about $60 each, so three of these would come out to $180. That gives some extra budget for Hasbro to work with to make them bigger, more articulated, better painted, etc. than if they were Leaders. And a HasLab would be similar.

It's tangential but the concepts being floated here are why I don't understand people who get their hackles raised over discerning terminology being used instead of blanket terms.
Gestalt is a great borrowed term, and using it is not someone "trying to sound smart," or "using different words just to make it sound _____, they're all combiners. Like, they all combine so they're all combiners."
Rail Racer is only himself when fully formed, but Seasaur is Magmatron all the time. And the differences in engineering and executing figures os where the difference starts to appear more exponenital.
FWIW, my view is that Fissionist combiners (whether Optional like Magmatron and Tidal Wave, or Obligate like Siege Skytread) have been great as single-package releases.
But when it comes to actual gestalts, the best way to get them done for all categories that tend to suck up budget is the SS RotF Devastator route.
I know trains don't sell so well in the west, but my druthers concur with Leader class Rail Racer members.
As an aside, @Bob Schoonover which were you referring to with "belly thighs" on a character?

I don’t either, other than train tracks I can’t think of anything that would add to the figure.
Along with while it doesn’t mean everyone will buy, he did come in a close 3rd behind Optimus in the HOF vote so he’s got popularity

The only thing I can think of keeping Rail Racer from being a HasLab is what would they do for unlock tiers since every HasLab has them now? He didn't have any show only weapons as far as I can remember

Hound most likely isn't outright cancelled since the mold it uses has already been released, but I could see Hatchet being scrapped entirely. We only saw a CG render of the figure so it is possible when testing the prototype something went wrong and the designers realized the character would not work at that class. I have run into this myself when using 3D software to design something. On the computer everything works but once it is made real, things like tolerances and material strength get in the way making the design not work. Something like this could have happened.

I don't think an 18 inch(ish) Rail Racer would be particularly compromised in any mode. Only three figures to get articulation instead of 5 or 6, thinner build than Devastator, no wings like Predaking, and the original design already solved how to hide combiner kibble in other modes so no silly combiner thighs sitting on a character's belly.

They might've cancelled the particular releases we were supposed to get of Hound and Hatchet but there's no way the figures themselves are cancelled. If they won't be in the last of Buzzworthy they'll probably just be in whatever replaces it as the Target exclusive subline or hopefully get moved to mainline.

Voyagers would be too small since they have to be triple changers essentially. 3 leaders if they are going to do it 1 a year, or a HasLab.

You want a compromised Rail Racer like the Constructicons? Make him a Titan. I think IF we even get him, he’ll be three voyagers over the course of three years.
