yeah, but tlk is still missing a shit ton of its named robot cast because hasbro decided to fill out the tlk toyline with pegwarming monochrome aoe dinobot repaints
where's Mohawk? Onslaught? Dreadbot? Canopy? Bulldog? Daytrader? The Watch that Killed Hitler?
I also wouldnt mind Hasbro taking another crack at Infernocus and Quintessa.

I'm not sure I agree with this either. You could still have a Prime, Bumblebee, or Megatron to anchor any given wave (even though I'm not entirely sure it's necessary) to get these and a few other characters out, be done in a year, maybe year and a half, and then say adios to Bayverse. I would be happy to jump off the train after that instead of twiddling my thumbs waiting for Bay characters I can count on one hand per year (it looks like in 2021, we're only getting 5 – Dino, Jolt, Grindor, ROTF Bee, ROTF Sideswipe, and 3/5 of those are remolds).
As for TLK, I definitely agree that not all of those need a redo, and the line was absolutely a precursor to Studio Series. It did seem clear to me which characters got the "based on concept art" treatment (Hot Rod, Barricade) versus those who got very CG accurate figures based on the actual models (Knight Optimus, Crosshairs, Nitro). So I don't need to see them all, but the ones who got dealt a bad hand would be nice to see get a second shot in SS, the same way SS Lockdown blew the AOE figure out of the water.

We have had a few TLK representatives in the line, but they've all been redecoes: Cogman, Drift (exclusive), and Nitro.
And that's why I said "largely", not "completely".
Completely new molds are somewhat unnecessary for a majority of the characters, because for all intents and purposes, they were already designed to SS standards. "Scaling" might be a bit scuffed in some of those cases, but it's not worth it to do entirely new molds over that.

Lockdown and Drift were AoE, not TLK. Cogman was a rerelease with better paint that was probably done mainly because the original release was extremely hard to find.

As much as I dislike the Bayverse stuff, how can it be claimed that they're largely off the table considering they rereleased Cogman and did Lockdown and Drift? They've already dipped into the cast of TLK.

There's still a small selection of live-action movie characters slowly trickling out to fill those gaps. Yes, there's still some notable holes, but not really enough to fill entire waves on their own.
It's been said before that TLK characters/designs are largely off the table, probably because the TLK toyline was pretty much the direct precursor to Studio Series. While there's nothing really stopping them from trying some of those characters again in a more accurate fashion (Hot Rod being a major sore thumb in that regard), most of them are still "accounted for".
Dinobots do stand out as a potential strong seller. But with the decision to stretch the line with SS86, G1 Dinobots probably won out during cost/rewards analysis, and jumped the queue.

Movieverse could always just re-release major characters, too. I mean, look at the aftermarket prices on guys like Ironhide or Jazz or DotM Prime.

I keep seeing this argument that there are "next to no" big name Bay movie characters left and I don't understand it. There are plenty, including a few more Bees, Primes, and Megatrons.
– 3x Dinobots (Dinobots sell)
– Galvatron (a version of Megatron)
– Hound (one of the most prominent Autobots across all the films)
– The Fallen (title villain of his movie)
– Wheeljack / Que (a legacy character of the franchise)
– Hot Rod (a legacy character of the franchise)
– A few more Bumblebees (High Octane, DOTM, AOE)
– TLK Barricade (one of the most popular Movie-original characters)
– If they wanted to, another crack at Knight Optimus and Megatron (in addition to Evasion Optimus, who has been rumored for a while)
We're really not at the point yet where the live action end of Studio Series should be considered on life support or dwindling.

The Bayverse had its own line and a consistent shelf presence from 2007 to 2020. Get some perspective.
Or dip in to more Concept Series style stuff. Go through the Bee Movie opening scene and do Cybertronian/Earth modes for everyone. Or even that dragon design that TLK Megatron originally used.

The point is, you need A/B-list characters to anchor waves. And for movie-verse characters, there are almost none left. Original movie-style characters are no better than on-screen background filler 'bots in that regard. Worse even, since even the background 'bots have a small in-built fanbase that would buy them to fill holes in a collection/scene. Wholly original designs are just "whatever".
Rather than stuff waves with characters with next to no fanbase, they're "placeholding" the SS line with the SS86 toys, relying on selection of characters that have magnitudes greater recognition and far more demand than an indistinguishable lump of scrapmetal that shows up on screen for two whole seconds.
There were leaks/rumours they'd be adding characters from the Bumblebee prologue, although I don't remember if that was debunked or not. But those characters need a good deal more development time than usual, since they weren't designed as fully-transforming entities, and thus require a whole bunch of design work from scratch.
