Takara-Tomy have posted an update on their website announcing that the Japanese release of Transformers The Last Knight has been postponed. Cogman, who is a Headmaster in the Titans Return style whose body transforms into the Aston Martin from the movie, was originally scheduled for a release in October in Japan. His new release date is not confirmed. Amazon Japan shows the figure with a November release date, but are known to bump release dates when a product is postponed.
This does not mean that Cogman is outright cancelled for a Japanese release. Other Transformers toys have been postponed in Japan, including Q-Transformers Tracks, who was released significantly after his original planned release.
This also does not impact the Hasbro release, which to the best of our knowledge is progressing as intended and has already had an initial release in Asia.

Decided to pick one up today finally, using the eBay coupon. Came out to a little over retail so I can stomach that and not have to worry about hunting around (I wasn't going out of my way or anything but just no need to worry if it never shows up). This is the only TLK figure I decided to get.

What TFXProtector said. He was legitimately released by Hasbro Asia (aka Hasbro Far East) so you should be good using a trusted seller. I just got mine today from an eBay seller in Taiwan for $25 total with shipping (on sale using the eBay coupon from a couple weeks ago.) It looks totally legit. The only difference is that they slapped an extra sticker on the back of the packaging with Hasbro Far East's (aka Hasbro Asia) contact info on it. (If it somehow is a KO then they went above and beyond to fake it, complete with the packaging code stamp on the box.)
It really is a shame Hasbro screwed up this line's release so badly that so many people will miss him entirely. He is a fantastic figure with some excellent paint details on the robot mode and Titan Master. (He even has painted rims in vehicle mode.)

There haven't been much if any differences between the Takara last knight toys and the Hasbro last knight toys id just get Hasbro if I were you.
