Yes they can. Any upper part figure can combine to any lower part figure. This feature was demonstrated at NYCC.

Steven Universe, Fusions are what combiners should be, as for the Genders. In Seven universe all Gems have Female characteristics, and refer to themselves with Female phrases; but they are Synthetic, Magic Powered, Digital-like Holograms, with Mass, and no Gender (or Toy-line).
Back on topic:
Transformers Genders Historically depend on the series.
(1) The Current Series RID, and Prime hasn't really addressed Transformer Genders, there just there.
(2) Transformers is a Toy-Line, that is sold internationally. Profits comes before Progress.

I think this is a neat form of combination with a fun combination of characters, just wish there were better toys of it. This Combiner seems to have a pretty interesting design, based on that box art.

Yes, this! The entire idea of gender in a species that doesn't reproduce sexually is fascinating to me. I know it's fiction, but it still opens up a good discussion.
I also love the concept of combiners being a new entity distinct and yet amalgamated from their component Transformers. Like Instumentality from Evangelion!

I don't understand why people keep saying "the don't have gender because they are robots" and that's wrong…did you bay ANY attention to the lore ? According to the idw comics..the female transformers are descendent of solus prime..However they left cybertron..but during the golden age of cybertron "jiaaxus" dicided to creat the abomination we know today as idw arcee..
As for the aligned continunity (which this take please at)..will..I don't know XD
In the unicron trilogy..the male cybertronian felt boring and wanted to see something uniqe..so primus created arcee

I'm not super familiar with terminology in regards to gender fluidity, but I actually do think there's a term (other than "trans") to describe the human equivalent of this idea. I don't want to bog a thread about toy sightings in what could be a politically charged topic…but it is kind of interesting how something as simple as combining toys can raise these types of questions (which IDW actually *did* at one point).
Oh combiners, introducing all kinds of interesting social concepts into a children's toyline without realizing it.

Do more than one robots merge together? That's combining.
Combiner does not just refer to scramble-city combiners or Devastator.

Gender and identity are something I've wanted Transformers to get into with Combiners for a LONG time. It seems like they touched on it briefly in Combiner Wars, but that was "only" IDW.
I'd love to know what defines a Combiner. If I take two Combaticons, two Technobots, and combine them with Pyra Magna…is the resulting combiner Victorion or someone else? The toyline even hinted at this question by saying Scattershot with the four Maximus limbs was Betatron instead of Computron. But then Galvatronus is defined in lore as Cyclonus and any four limbs.
IDW also worked with this element by suggesting Scoop's loyalty to Starscream influenced Devastator when he joined the Constructicons in place of Scrapper.
So if I plug Prime into Strongarm…is Primestrong a new personality altogether, or some sort of combination of the two? Or something else?
I hope they touch on this in Combiner Force. I'd love to have a story arc where two bots combine and the resulting combination resists splitting back up because it doesn't want to "die". Or conversely, there exists a bot who's been combined so long it completely forgets the components it used to be.
