Compare the number of repaints Hasbro used to produce before the success of the live action movie for retail with how things are today, and you will see there are very few "hardly ever used" molds.
Heck! Hasbro didn't even produce Thundercracker as a retail exclusive and I doubt they would've missed the chance if Classics would've followed the Movie.
But this figure belongs to the "vry nice" Dawn of Futures Past set.
True. But they also risk producing very popular figures that sold out fast, and not so popular ones they have to keep in their warehouse. It's a guess game.

One problem that FP has is that TF fans are really pretty splintered in what they like. By creating 10 characters for a show, they have a much better chance of hitting something for everybody.

I know that Pete has been wanting to make this one for a couple of years now. And given that FP talks with Hasbro about these figures more than a year in advance, it's not hard to imagine them working together to come up with a new head that can be used by Hasbro and then by FP to help FP defer some costs for the show.

The best mold choice would be Energon Ultra Megatron, though, and they just used him last year. He'd need the 'Con symbols molded off, but still.

I wouldn't be suprise for future Botcon if they decide to make more exclusives for the show. After the boxset and all the attendee exclusives who is going to have money left for the dealer room? That's why you have to save up early.

Oh, I agree… from their perspective, there's no reason to change the formula when the things are still selling.

You just touched on something I've been thinking about for a while. I'm not surprised it's tough to come up with enough molds for a full set when you're doing SO MANY toys/characters per Botcon. Perhaps it's time for a return to 3-5 exceptional figures per year instead of ten "pretty good" ones.
Take a leader class toy, a voyager, and two deluxes… do head remolds and quadruple the normal paint apps. Focus on putting the time/development/money into a fewer number of figures for a bigger "wow" factor.
