Transformers: Robots In Disguise showrunner Adam Beechen confirmed (via Twitter) that the previously revealed 26 Episode Count for Season 03 (04?) is correct.
Additionally, Mr. Beechen stated that ‘Starscream Arc’ falls under Season 2.
However, there is a slight dispute regarding how Cartoon Network handles the seasons, since the Starscream Arc is renamed as Season 3 and Combiner Force is renamed as Season 4 for the network.

Typically animated shows with a western production either get 13 episode seasons or 26 episode seasons. Look at animated for example, transform and roll out while being the series premier is also kind of seperate from season 1 in that it was designed to be a premier movie, giving it a movie + 13 episode season 1. Clone wars did the same thing. Calling the starscream arc season 2.5 is actually probably the most accurate way to describe it considering it is the back "half" of season 2. Calling it season 3 is also appropriate as a season is typically a series of episodes, standalone or otherwise, that has a single overarching story permeating the entire season. Season 2s story concluded with decepticon island part 2, the starscream arc tells its own story so it essentially is it's own mini season. For another example of screwed up seasons look at the 2003 ninja turtles. They made the first four seasons, then made fast forward (production wise season 6), then released the "lost season" (production wise season 5) and the back to the sewer (season 7). Technically speaking which is season 5 and which is season 6? Both are acceptable answers from different points of view

Who says seasons can't have 19 episodes? And the show was initially planned to have 3 seasons, so my point stands that they flip-flopped on this.
Besides, I've seen many a show with the so-called "obvious season finale" in the middle of the show. You CAN do that in the middle of season. Nothing says you can't. You probably shouldn't, but it's not that you can't.
Sure, maybe it was designed as it's own thing, but if Hasbro says it's season 2, then it's officially season 2. Plus, it's season 2 in Japan as well.

We have a new show confirmed for 2018, so it likely is. The original plan was 78 episodes, if I remember correctly – 26 per season – but that was rumoured to be cut short and now is likely the case unless the follow Combiner Force with another "mini-series" of sorts.

Because seasons don't have 19 episodes, "Deception Island" is an obvious season finale at the standard-production-unit 13 episode mark, it was initially promoted at SDCC as season 3 by the *staff of the show* because it's clearly separate from the season that came before it, and it's uniquely structured as a six-episode mini-series unlike anything else in the series because it's designed to stand on its own.

I didn't bother asking him that because he would never reveal that. It's just like the producers and cast of Rescue Bots won't tell us if Rescue Bots is getting a Season 5. The official word has to come from Hasbro.

Thank God they finally told everyone to stop calling it season "2.5" and season 3. Because, you know, other shows don't have mid-year breaks or anything. Season 1 also totally didn't have a break between episodes. Ugh. I never understood why people thought it was anything but season 2.
On a slightly different subject, if I were Hasbro, I would be pissed with Cartoon Network. They've mishandled RID so badly to the point where it has likely affected Hasbro's business decisions for RID and has probably changed how they handled the show, at least if some of the rumours going around (such as how they were going to cancel it after season 2 then make an OVA to end it) are anything to go by.
Cartoon Network burned them with Animated to the point where they created their own network. Now Hasbro has given Cartoon Network another chance and they screwed up even worse this time than the last. If I were Hasbro, I'd be shopping Transformers around to different networks or, better yet, Netflix et al.
