Yeah, I can't see Soundwave ever using that name, and the person in the chat also sounds nothing like him. Plus, he was also on Cybertron, not Aquaria, when the war ended.
I think people expecting CONS4EVA to be one of exRiD's regular cast members are going to be disappointed. It'll more than likely be a background character, or–as grindcore138 says–someone who hasn't even appeared on-screen.

Having a looksee through TFWiki there are two candidates for CONS4EVA that weren't seen on Cybertron until after the war and came to Earth during ex-RID Season 2; Squeezeplay and Slugslinger.
Whether either could be considered "sensitive"–by Decepticon standards at least–I don't know, although that is also assuming CONS4EVA isn't an Earth-based Decepticon that we just haven't seen "on-screen" yet.

Needlenose was one of those Decepticons on Cybertron who was combined into the Deceptigod and taken prisoner by the Autobots afterwards, though. Like Thundercracker, he definitely wasn't on Aquaria when the war ended.
Crankcase was the one who made the Nebulos comment. I think they'd be showing a lot more familiarity with each other if it was Dreadwing; this is being played like they've never met in-person before.
