Distribution has become a mess at this point. I finally found these at another store, namely Real in Essen-Altendorf (Kronenberg Center) alongside Underbite, who I've seen for the third time if I recall correctly.
No Fixit, whom I saw (sans Underbite) at the Real store in Dinslaken yesterday.
The Real stores in Mülheim an der Ruhr-Speldorf, Mülheim an der Ruhr-Dümpten, Duisburg-Meiderich and downtown Essen (Rathaus-Galerie) don't have any RID Legions at all, and all the Toys"R"Us stores I've been to are still at wave 1. Müller stores only had wave 2 (Sideswipe and Grimlock) last time I checked, some Galeria Kaufhof stores at least have wave 2 and the one in downtown Gelsenkirchen even had Fixit from wave 3 as of three weeks ago.

I like both that and Swipealert. I might start getting these legions more actively as I've always been fond of the size class. Though if they were gonna make it Sideswipe they should've just done G2 black

I have just been informed that several Real stores have recently restocked ooooold Episode 1 and Power of the Force figures… for the same price as current figures!

Seems like Taiwan also got stuck with the inaccurate package art, but I bet if one waits a bit, we'll also see the Singapore style packaging as well.
Will keep my eyes out for packaging variants when I'm out and about.

Yes.
There might be a running change to the non-European packaging to match the package art's colors to the toy, similar to what Bumblebee got:
Europe apparently gets stuck with inaccurate package art colors.

Huh.
Now you're mentioning it… I'm not familiar with Star Wars toys, but that sure is an ooooold European-packaging age recommendation logo… Like, "before Armada" old. Wow.

Huh. Even though Germany is lagging behind the US and the UK with most RID assortments, the Legions keep coming out at a breakneck speed lately.
I found wave 2 (Sideswipe and Grimlock) back in June, and wave 3 (Fixit and Underbite) only two weeks ago.
Now I found the wave 4 figures, Night Ops Bumblebee and Alpine Strike Sideswipe, only a few days after they had been sighted at UK retail, and even before the first US sighting (unless someone pulls the usual "saw them last week, didn't know it was news" card).
These were found at the Real store in Düsseldorf-Bilk. Unlike most other Real stores I checked today, this one was rather nicely stocked. It not only had two of each Night Ops Bumblebee and Alpine Strike Sideswipe, but also the wave 3 Legions, plus a full set of Combiner Wars Legends wave 3 (three Grooves, three Warpaths and two Vipers) and Deluxe wave 3 (Blades, First Aid, Streetwise and Rook, two of each), who are still spreading rather slowly at German retail.
As mentioned above, we're still severely lagging behind with the Warriors: Most stores are still stuck with wave 1 (assuming they have any Warriors in stock at all); Karstadt and (to a lesser degree) Galeria Kaufhof were provided with a "special" wave consisting of eight Drifts per case; and a "proper" wave 2 containing both Drift and Optimus Prime has only been found at a couple of Spiele Max stores thus far. The wave 3 figures (Drift and Sideswipe), which are already out in both the US and the UK, haven't been found yet as far as I'm aware.
I also only recently found wave 2 of the One-Step Changers (the US and the UK are already at wave 3), and the most recent Three-Step Changer released in Germany is also the wave 2 figure Optimus Prime.
