Either one is a stretch but TFC is more square so I guess Giant is the answer.
The movie EZ version probably fits better and it's still a stretch.

The collector that posted after you fielded this question to me answered how I would have.
Yes, the ROTF movie design for Devastator was ugly – but I think that was part of making him threatening to the hero characters. The thing was a walking abomination – which is scary, right?
So yeah, I'd have the individual movie Constructicons combine, looking like their movie vehicles and those mismatched colors versus the monochromatic Devastator that we're all used to. So: MAKE HIM UGLY (lol)
And then have the indivicual components of the movie vehicles turn into robots of the Voyager and where appropriate, deluxe scale.
Unfortunately, the movie vehicles weren't thought out well with sizes to one another in mind.
By the vehicles (not Devastator's need for toy body parts):
Scrapper – deluxe (only made a Transformer in the Legends size)
Rampage – deluxe
HighTower – deluxe
Overload – Voyager most likely, unless the deluxe could extend the flatbed?
Long Haul – Voyager
Scavenger – Voyager (Demolisher repaint)
MixMaster – Voyager
But the way movie Devastator assembles, it's really hard to put a movie figure that's a combiner together with scale sized vehicles.
The G1 that's now the 3rd Party assemblers being discussed in this thread here had a much more logical assembly.
MixMaster would be a leg instead of the head / upper body.
With the movie design, Overload (as a Voyager) could be a leg (with the front cab of his truck sort of fulfilling G1's MixMaster role).
LongHaul is definitely the other leg.
With the movie arms being HighTower and Scrapper, you'd need to fit Rampage in somewhere else, unless he and Overload combined two deluxes, to make one Voyager sized leg. That's really odd, since it'd be Devastator's only 2-piece limb.
MixMaster has to remain the head for the movie version, and Scavenger is the most-suited torso with the movie adding HighTower to the bunch and taking G1's Hook out of the picture (literally).
Honestly, movie Devastator could have been done with MixMaster as that threatening head, and still used the G1 vehicles, just reconfigured to be different body parts than they originally were. But we're over that bridge already and the movie looked good anway (my preference for Devastator being an abominable mess of colors that really looked threatening – like a garbage monster come to life – and c'mon – he's a brute Decepticon so we're not talking about Cyclonus here).

Even in my comparisons, I went with Giant's indvidiual bots. There's no comparison for me. They scream personality while TFC's bot modes are really generic.

I'm a bit split. I like both sets a lot, but there are individuals in each set that I think come across better than others. The "accuracy" factor isn't perfect in either case.
In general, I think the engineering and aesthetic of the Gianticons is stronger… even though I like the chunky Energon-era style of the Herculoids just the same. But if the Giant set had actually been physically bigger, I probably would have gone that way. All else being pretty close, I wanted Constructicons with some bulk.

I like Giant's a lot better. Better articulation and look more like 2010-2011 Transformers. I especially appreciate that they actually have ankle tilts. I cringe a little whenever I see a picture of a Hercules bot posed and its feet are all angled awkwardly because of no ankle articulation. I'm a little miffed that they didn't make Bonecrusher look more like Bonecrusher by having his blade being his chest, but I have very little complaints otherwise. Long Haul also stretches a bit in terms of accuracy but he has so much personality that I think I actually like it better than a perfectly accurate Long Haul.

There's so much o like about either of them. They both have some great approaches to the engineering that I love. Giant has some great combiner ports with the locking mechanisms and I do love how the arms both have a more…"floating" vehicle design in that you can move them out of the way for better range of motion in the arms since you can just move the vehicle there out of the way. Hercules has some serious height advantag and I happen to be a big fan of the more simple robot modes as the chunk really makes the robots feel solid in hand. I also love the modular aesthetic of the weapons and how much variety you get to what you can do with them. TFC's version of Mix Master especially with all the missile pods you get to him. I find though that TFC can really fail with QC issues. The almost random ratcheting joint looseness and tightness issues. Wow those kill me sometimes XD I'm still trying to tighten up some joints on Exgraver and Mix Master while trying to loosen the sounder joint on Neckbreaker for his combined mode. Damn thing is so TIGHT. There's a few other issues too but damn he feels solid. I may want to get the Green Giant but for now I'm pretty happy with Hercules. Just needed to add Decepticon logos to him and that was it really.

A coue posts back there were some ppl that disliked that herc had alot of ports which make him look generic, i have to diagree on that. I like customizing things and i think its great that he has all those ports to store weapons or whatever you like. Which is probably why there are so many aftermarket parts for him. Everyone can have a slightly(or extremely if you get rage of herc set) different looking herc.
biggest deal breakers for me was the size(prefered herc size) and the fact that mt giant used a skeleton arm for combined mode. Seriously, thats kinda wacked and cheating in my book.
